The following is the basis on which your site will be evaluated. 


Load Time:  5 Points

*  Your site must load within a reasonable amount of time.  Consideration will be given to those sites that
utilize Flash, JavaScript, applets and those sites that are graphic intense.

*  Sites should load within 60 seconds.  
*  If you have a graphic intense site, make sure all graphics are optimized to minimize loading time.


Content:  20 Points

*  Websites should work well in both Microsoft I. E. 6 and Netscape 4.7.
*  Sites must be viewable in 800x600 screen resolution.
*  Grammar and spelling errors should be kept to a minimum.
*  Your site should be viewable for all audiences. 
*  Images must appear.  No little red X's or place holders.
*  If you have music on your site, you must provide a way to turn it off.
*  Sites must contain at least 4 pages of content relevant to the site title.


Navigation:  20 Points

*  Navigation of your site should be smooth and easy, even for the novice surfer to understand.
*  All pages should be accessible from every page, not requiring the viewer to use the back button or end up
lost somewhere within your site.
*  All internal links should work.  No more than 3 broken external links.
*  If pages are extremely long, a "TOP" button should be available to send the viewer back to the top of the page. 
Eight mouse clicks are plenty.


Creativity:  20 Points

*  Your site should be pleasing to the eye and without a harsh look.
*  Color coordination and font size should be uniform with all pages.


Graphics:  15 Points

*  Animated graphics should be used sparingly. The use of too many animations distract from the message
your site is meant to convey.
*  Graphics used should correlate with your sites intended theme.
*  Graphics should be optimized to minimize load time.


Design:  20 Points

*  The design of your site should be consistent throughout.
*  Images should contain alt tags and height / width tags.

Items that will take off points

1.  Sites needs to be COPPA compliant under U.S. legislation.  Sites from other countries must show they are
child safe and uphold the guidelines set forth by the Children's Online Privacy Protection Act.  ie if its adult
it better say so.

2.  Copyright violations:  Site must contain statement giving credit for any coprighted material used.

3.  Privacy Statement:  If your site collects any information from visitors, you must provide a privacy statement. 
This includes guestbooks, mailing lists, subscription forms, etc.

4.  Sites containing profanity, or nudity (except in the artistic form). 

5.  Sites containing ethnic slurs, hate messages, or advocating discrimination of any kind.

6.  Sites advocating any type of illegal activities.

7.  Sites that glamorize, or support the use of drugs.

8.  Sites containing pop-up advertisements, causing viewers to close them before being able to view site.

9.  Sites containing "Under Construction" signs.

10.  Sites that lock up my system, crash my browser, or contain script errors in the status bar.     

11.  No more than three animations per page.

12.  No trailing cursors or Comet Cursor windows.

13. Popup banners. (it is understood that some hosting services place them on sites they host, those will be
ignored.)
